New Bill Submitted to Turkish Parliament Introducing Further Tax and Investment Incentive Measures

A new bill titled “Bill on Amendments to Certain Laws” has been submitted to the Turkish Grand National Assembly, introducing further measures aimed at supporting investment, exports, international service activities and Türkiye’s technology entrepreneurship ecosystem.

The bill follows recent policy steps designed to strengthen Türkiye’s investment environment. As covered in our earlier updates on Türkiye’s new tax incentive measures following recent investment reform announcements and Turkey’s new tax and investment regime for expats and global businesses in 2026, Türkiye continues to position itself as a more competitive jurisdiction for international investors, exporters, service providers and technology businesses.

Among the key measures proposed are incentives for qualified service centres, reduced corporate tax rates for certain manufacturing exporters and exporters, broader incentives for transit trade income, and an extension of certain İstanbul Finance Centre benefits. The bill also proposes income tax exemptions for certain foreign-source income of individuals meeting specific conditions, as well as further support for technology start-ups, digital companies and convertible debt financing structures.

Another notable part of the proposal concerns the repatriation and declaration of certain assets, including money, foreign currency, gold, shares, bonds and other securities, with the stated aim of encouraging voluntary tax compliance and bringing assets into the national economy.

The proposed changes are still subject to the legislative process and may be amended before becoming law. Businesses, investors and individuals potentially affected by the new regime should monitor the progress of the bill and forthcoming secondary legislation or implementation guidance.
